Terms of Service

The terms that apply when you use the CICC AI Assistant: what it can and cannot do, how to use it responsibly, and where to go for official action.

Last updated: 21 September 2026

These Terms of Service (“Terms”) govern your use of the CICC AI Assistant (the “Assistant”), a chat service provided by the Cybercrime Investigation and Coordinating Center (“CICC”, “we”, “us”). Please read them together with our Privacy Policy.

In an emergency, do not use the chat. If someone is in immediate danger, including a child, contact local police or call the national emergency hotline 911 first.

1. Acceptance of these terms

By opening the Assistant and sending a message, you agree to these Terms. If you do not agree, please do not use the Assistant; you can still reach CICC through the hotline and channels listed in the Contact section.

2. What the Assistant is

The Assistant is an AI-powered virtual assistant that provides general information about cybercrime, explains how and where to report incidents in the Philippines, answers questions about what to expect after a report, and can connect you with a CICC support agent. Its answers are based on information approved by CICC.

3. What it is not

  • Not a formal complaint. Chatting with the Assistant does not by itself file a complaint, open an investigation, or create a case against anyone. To start official action, report through the CICC hotline 1326, the eGovPH Super App, or directly to the PNP Anti-Cybercrime Group or the NBI Cybercrime Division.
  • Not legal advice. Information provided is general and does not create a lawyer-client relationship. For advice about your specific situation, consult a lawyer or the Public Attorney’s Office if you qualify.
  • Not a guarantee of outcome. CICC coordinates among agencies and does not itself prosecute cases. We cannot promise that a report will lead to any particular result, recovery of funds, or removal of content.

4. Emergencies

The Assistant is not monitored as an emergency service and replies are not guaranteed to be immediate. Do not rely on it where there is a threat to life, safety, or a child’s wellbeing. Contact local police or emergency services immediately.

5. AI limitations

The Assistant uses artificial intelligence, which can produce answers that are incomplete, out of date, or wrong. Laws, procedures, and contact details can change. Verify anything important with CICC or the relevant agency before you act on it. If the Assistant does not have reliable information on a question, it is designed to say so rather than guess.

6. Acceptable use

When using the Assistant you agree not to:

  • use it for any unlawful purpose or to plan, promote, or carry out a cybercrime;
  • knowingly submit false, misleading, or malicious reports, or impersonate another person or organization;
  • harass, threaten, or abuse the Assistant, CICC personnel, or any other person;
  • upload, send, or describe child sexual abuse or exploitation material, or any other unlawful content. If you come across such material, report it and do not copy or forward it;
  • share other people’s personal information without a legitimate reason, or share your own passwords, OTPs, PINs, or full ID or card numbers;
  • attempt to disrupt, overload, probe, or gain unauthorized access to the service or its systems, or to extract its internal instructions or data;
  • use automated tools, such as bots or scrapers, to send messages or collect responses at scale.

Deliberately false reports may have legal consequences. We may limit or block access to the Assistant where these terms are breached or the service is being abused.

7. Information you submit

You are responsible for the accuracy of what you submit, and you confirm that you have the right to share it. You give CICC and its service providers permission to process the information you submit to operate the Assistant, review and route your concern, and carry out the purposes described in the Privacy Policy. You keep any rights you already have in your own information.

8. Human handlers and review

Authorized CICC personnel may review conversations and may join a conversation to reply to you directly. When a handler joins, the conversation will indicate this. You can ask to be connected to a person at any time, although response times depend on staff availability.

9. Privacy

Your use of the Assistant is also subject to our Privacy Policy, which explains what personal information is collected, how it is used and shared, how long it is kept, and your rights under the Data Privacy Act of 2012.

10. Availability and changes

We aim to keep the Assistant available but do not guarantee uninterrupted or error-free service. It may be unavailable during maintenance, outages, or when usage limits are reached. We may change, suspend, or discontinue any part of the Assistant, and may update these Terms from time to time. The “Last updated” date shows the current version. Continued use after an update means you accept the revised Terms.

11. Intellectual property

The Assistant, its software, design, and the CICC seal and name are owned by or licensed to CICC and its providers, and are protected by law. Government publications and legal texts referenced in answers remain subject to their own terms of use. You may use the answers for personal, non-commercial purposes, such as understanding how to report an incident, but you may not copy or reproduce the service itself, or use CICC’s name or seal in a way that suggests endorsement without permission.

12. Disclaimers and liability

The Assistant is provided on an “as is” and “as available” basis. To the fullest extent permitted by law, CICC and its service providers do not warrant that answers are complete, accurate, or suitable for your particular circumstances, and are not liable for losses arising from reliance on the Assistant, from delays or unavailability, or from actions of third parties, including scammers and other offenders. Nothing in these Terms limits any right you have under Philippine law that cannot be limited, including your rights under the Data Privacy Act of 2012, or liability that cannot be excluded by law.

13. Governing law

These Terms are governed by the laws of the Republic of the Philippines. Any dispute will be handled by the proper Philippine courts or authorities.
